- The history of formation and development
Software Development Center is a service center under University of Information and Communication Technology (ICTU), and under the direct direction and management of ICTU Rector. The center establishes partnerships with various domestic and international units according to each activity. The center has its own legal status, the own seal, and account.

III. Functions and missions
- Functions
– Advising the ICTU administrators on IT application solutions in all activities of the university.
– Organizing software development and construction services, technology transfer for the university, units, organizations, and individuals that have demand.
– Connecting businesses with lecturers and students in building, developing and transferring science and technology products.
- Missions
– To be the focal point for receiving, building, and developing software projects in service of professional management, teaching, and learning of the university assigned by the university administrators.
– Managing and maintaining the university’s software system built and developed by the Center; adjusting and upgrading these products at the request of the University.
– Implementation of consulting contracts on IT application solutions in management and administration; building and transferring scientific and technological products, application software products, online services, websites, and portals to agencies, organizations, and enterprises in need.
– Signing and performing service contracts for training, supplying, repairment, maintenance, upgrade, construction, installation, and transfer of computer systems, office machines, network systems, systems software, copyrighted software, providing server rental and sublease services, domain names, business email, software accounts, cloud storage services… for individuals, corporate organizations, state agencies have needs.
– Coordinating with relevant units inside and outside the university to organize fostering courses related to the field of Software Development for learners.
– Receiving and organizing to guide students of the university to participate in internships and graduate projects at the Center.
– Associating and cooperating with research institutions, training institutions, production and business, professional associations, organizations, and individuals at home and abroad to carry out activities related to functions, the mission of the Center.
– Effectively managing, exploiting and using facilities and equipment assigned by the university
– Performing other university duties assigned by the Rector.
